M-pesa not working – resilience mechanisms needed

That the govt favors M-Pesa is a problem, I think.
While the citizens haven’t quite embraced Airtel Money and Telkom’s T-Kash
and Quitel Money, the govt should base it’s payment systems on ALL of them.
