It reveals that most of the contracts lack transparency, were
single-sourced and lacked competitive bidding raising conflict-of-interest
concerns. They also raise a significant data risk as they all put citizens’
personal data in the control of private hands without adequate checks and
oversight.
Also, the beneficial owners are not known, owners are politically connected
individuals, the government lacks ownership or control of the source codes
or the collection and payment systems, and no audits have been done.
