KICTANet\’s draft policy brief on data protection in Kenya
It often happens in Kenya, information systems are \”replaced\” in order to
get rid of incriminating data in legacy systems.
The \”commissions\” earned by awarding new tenders may encourage us to get
rid of working legacy systems + data therein.
We should emphasize data is not just text but includes, images, audio,
video (audio/visual recordings of criminal offenses have a way of being
lost).
We must require protection of data while it is being migrated to a new
system. Highly doubt a competent County CIO would accept the timeline
below:
\”The committee\’s advice followed the Auditor Generals report on the 2015/16
financial year.
It wants the County to develop its own internal and foolproof automated
revenue collection system, within five months of adopting its
recommendations.\”
