A helpful overview, thanks. More reporting on cyber crime would be
helpful – the CMCA does prescribe audits for critical infrastructure and
having these audits publicly available would be one way to increase
public knowledge in this area.
Due to financial considerations, many people use older hardware and
older software and pirated software leading to greater exposure to risks.
Would it be possible to estimate the magnitude of fines and sentences
that cyber crimes should attract? Behavior online is perhaps not so
different from behavior offline – are fines and sentences for physical
crimes sufficient? Other than using the stick to deter bad actions, ar
there carrots that can promote good behavior?
Kenya has had a number of cyber security competitions, mostly promoting
technical expertise for programmers. There is probably a need for a
section of legal professionals to have programming skills and some
programmers to obtain some understanding of criminal and business law –
this can of course be done outside traditional educational settings, but
having it incorporated in traditional educational settings would be helpful.
