I wonder what’s the way forward for this:

This morning I received a call from a lady called Maureen. She claimed to
be calling from Safaricom while the number used was 020 2082004.
She asked questions about registration of my safaricom line. She claimed
she needed to confirm all my details as per my file in safaricom. If the
details did not match, my line would be suspended and issued to another
(given)name.
So going through the ordeal and finally asking her to suspend the line, I
communicated with my spouse and learnt that all members of the family who
were listed as next of kin or as alternate numbers had been called
simultaneously.
As soon as I ended the call with her, I received a text message from
Safaricom confirming my registered lines.

So my question:
How did she have all the details
What does one do about such spammers

I tweeted @DCI and @Safaricom_Care but to no avail.

Would like to know my data privacy rights in this situation.
